A useful cost model starts with capacity, responsibility and the expected life of the system. Two proposals with the same monthly headline can cover very different work.
Identify the unit you are buying
Per-user licences, concurrent-call capacity, number rental and usage are different units. Determine which services are included and which are charged separately. A large extension count does not establish trunk capacity, and a basic calling licence may exclude recording storage or advanced queue features.
Separate implementation from operation
One-off work can include network remediation, provisioning, number migration, routing design and training. Recurring work can include hosting, support, updates, backup and monitoring. Ask who owns each task and what happens outside standard support hours; an omitted responsibility is still a business cost.
Compare over a realistic service life
Include device replacement, firmware support, expansion, exit arrangements and the cost of changing provider. Price equivalent requirements and service levels across proposals. This guide explains cost structure; it does not provide current prices, tariff estimates or a promise of savings.
